“Can’t we do this in ChatGPT or Copilot?”

Yes, once. A deep-research prompt gives a plausible answer to almost any regulatory question. What it cannot give you is the same answer next month, a source and a date behind every statement, a reviewer’s name on every verdict, and a register that re-scores itself when a bill moves. Your expert accepts or rejects each verdict and the reason stays on the record. Rejected events are kept too: they are the calibration.

Only the official record moves an instrument from one stage to the next. When it does, every claim, product and market attached to it is re-scored, and the digest opens with the windows closing first.

Read in a chat. Decide in the record.

Reading a 300-page consultation, drafting the first version of a position, asking a one-off question you will never have to defend: use the chat, it is good at that. The moment an answer becomes a decision someone will be asked about, it belongs in a record with its source, its date and a name on it.

Copilot has memory and connectors now.

It keeps your chats. It does not keep a schema of your products, claims and markets, a standard of evidence, or a person accountable for the verdict. Those three things are the record, and they are what an auditor, a lawyer or a trade association will ask for.
